Postsecondary Enrollment Options (PSEO) is a program that allows 10th-, 11th-, and 12th-grade students to earn both high school and college credit while still in high school, through enrollment in and successful completion of college nonsectarian courses at any eligible postsecondary institution in Minnesota. Most PSEO courses are offered on the campus of the postsecondary institution; some courses are offered online. Students must meet the PSEO residency and eligibility requirements and abide by participation limits specified in Minnesota Statutes, section 124D.09. Students must inform the district by May 30 (for fall enrollment) or October 30 (for spring enrollment) of their intent to enroll.
Student Eligibility
Eleventh- and 12th-grade students may take PSEO courses full- or part-time. Each college or university sets its own admissions requirements. Tenth-grade students may enroll in one Career and Technical Education (CTE) course if they meet reading proficiency through the MCA or another accepted assessment. With a grade of C or better in their first CTE course, they may enroll in additional courses.
If a student is not on track to graduate, they may continue PSEO on a term-by-term basis beyond their cohort graduation date.
Tuition and Fees
PSEO students are not charged tuition, books, or standard fees. However, they may be responsible for unreturned textbooks, equipment that becomes personal property, or tuition costs if they fail to notify the district by May 30 or October 30. Other Helpful Information for Public School Students
Students enrolled in PSEO may still participate in high school activities. Schools must provide access to space and technology as needed but cannot require students to remain on campus during online courses.
PSEO students must provide the school with grade reports. Districts are responsible for transcripting PSEO credits based on statutory ratios and may determine which subject areas the courses fulfill. Students may appeal credit disputes to the commissioner, whose decision is final. Grade weighting policies vary by district.

Student Notification of Intent to Enroll by May 30 and October 30
Public school students must notify their district of intent to enroll in PSEO by May 30 (fall) or October 30 (spring). Districts may waive this deadline. Without notification and a waiver, families may be responsible for tuition.
PSEO Notice of Student Registration (NOSR) Forms
The NOSR form must be completed each semester and signed by the student’s parent or guardian if under 18. The school and postsecondary institution must also complete and sign the form before submission to the Minnesota Department of Education.
If students miss the May 30 or October 30 deadline and the district does not waive it, they may be responsible for tuition expenses.
